Indonesia and China are weaving a powerful new energy narrative. From mineral downstreaming, photovoltaic power station, to waste-to-energy plant. Indonesia’s energy landscape is transforming into fossil fuel dependent to renewable energy hub.

At national level, series of flagship project had been launched, such as a 100 GW national solar program, the conversion of 120 million gasoline-powered motorcycles to electric, the gradual diversification of coal-fired and diesel power plants toward cleaner alternatives.

In parallel, under the Electricity Supply Business Plan (RUPTL) 2025–2034, the government and the state electricity company Perusahaan Listrik Negara (PLN) have set out a series of ambitious targets, including the addition of 42.6 GW of new renewable energy capacity and 10.3 GW of energy storage by 2034. Together, these initiatives represent a fundamental restructuring of how Indonesia generates and consumes energy.

However, delivering this transition will require substantial capital mobilization. The RUPTL estimates total investment needs at IDR 2,133.7 trillion (or around USD 120 million), with approximately 73% expected to come from private sources. This underscores the critical importance of international partnerships. China, as the world’s largest investor and manufacturer in clean energy, represents a strategic partner. Moreover, last year mainland China and Hong Kong together were already the largest foreign investor for Indonesia, amounted to USD 18,1 billion.

China is already well positioned as Indonesia’s long-term partner in the energy transition. Its capital and expertise, combined with Indonesia’s abundant resources, create the right momentum to build a renewable energy hub. Indonesia possesses over 3,294 GW of solar potential, 155 GW of wind, 95 GW of hydropower, 63 GW of tidal power, and 23 GW of geothermal resources. Yet renewables accounted for just 15.75% of Indonesia's energy mix in 2025. China’s experience in large-scale renewable deployment, grid integration, and project financing positions it as a highly relevant partner in this regard. In 2024, China invested over USD 625 billion in clean energy and becoming one of the main global solar panel producers. It has also achieved its 2030 wind and solar capacity targets six years ahead of schedule.

Moreover, evolving geopolitical dynamics present a timely opportunity to deepen collaboration. China is expanding its global green investment footprint as part of its broader climate and industrial strategy, while Indonesia offers both scale and strategic relevance. Aligning Indonesia’s energy transition framework with international sustainability standards, including those adopted by Chinese investors, can help unlock greater investment flows. The success of Indonesia – China collaboration in transforming power generation will accelerate green development in other sector, such as transportation, manufacturing, mining and agriculture.

China RE Invest Indonesia is a multi-stakeholder platform to bring together renewable energy (RE) stakeholders from China and Indonesia, particularly RE investors and financiers from China and RE project owners from Indonesia to increase investment into Indonesia’s RE sector.
